Evil Dr. Mabuse manipulates the stock market, faking money and using his hypnotic potency to gain power over his victims, who he then entices to gamble and lose all their money, or even to commit suicide. He finds, however, a powerful opponent in detective von Wenk who seems to be able to resist Mabuse's evil powers.
