Born at Hamburg in 1969. Studied theatre direction with Jürgen Flimm, Manfred Brauneck, Christof Nel, Jutta Hoffmann, and Peter Sellars at Hamburg University. Then worked as a freelance author, translator, director, etc, at the Hamburg Schauspielhaus and the Hamburg Staatsoper, the Berlin Schaubühne, the Düsseldorf Schauspielhaus, Toneelgroep Amsterdam, and Seven Stages Atlanta.
From 2000 to 2004 Richter directed plays at the Zürich Schauspielhaus and at present he freelances regularly at the Deutsches Schauspielhaus in Hamburg and the Schaubühne in Berlin, directing his own and other authors' plays. It was also in Berlin that he staged his four-part cycle "The System".
