The German Academic Exchange Service (DAAD) can inform you about opportunities for study and research in Germany.
On the homepage of the DAAD you find also information about scholarships and the German university system.
The Alexander von Humboldt Foundation offers Sponsorship programmes for applicants from abroad.
The Centrum für Hochschulforschung has prepared a ranking of the German universities, which is updated annually.

The German Mobility Centre at the Alexander von Humboldt Foundation is part of the European network of mobility centres in the EU Member States, ERA-MORE. It's purpose is to provide information and assistance to scientists and scholars coming to Germany to work in research.
You can find plenty of information on language exams required for admission to German academic institutions, descripitions of these exams, etc. on the website www.sprachnachweis.de of the TestDaf-Institut.
