In 2014, he co-founded P.A.C.A. a public seminars program in São Paulo, Brazil and in 2016 he started the Oficina de Imaginação Política, as part of the 32a São Paulo Art Biennial.

Since 2011, he has been developing a performative and discursive research-based project called Doris Criolla in which he investigates cultural, historical, political processes of hybridization in colonial and post-colonial contexts in dinners-presentations. Packer has also been systematizing boards and diagrams, which exhibit economical and symbolic systems of production and the circulation of energetic and stimulant products and plants related to colonial global economy exposing radical changes in the world’s landscape by the spread and imposition of intensive extensive monoculture.
