REGIONAL RPOGRAMME SUPPORT OFFICER

On behalf of the European Commission, the Goethe-Institut is managing the programme “Support to Public Service Media in the Western Balkans” with an overall budget value of Є3.3 million for a period of over 39 months The programme is implemented in collaboration with the Deutsche Welle Akademie. Its objective is to facilitate a realistic reform of public service media in the Western Balkan countries, notably by introducing new collaborative approaches and innovative tools for quality production and audience engagement.

The programme will work with Public Service Media (PSM) entities in Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia offering the following components: 

tailored in-house consultancies to improve internal governance and organisational performance in response to specific needs and priorities of each PSM;
capacity-building programmes for PSM media professionals such as innovation labs, hackathons, multimedia workshops, mentoring and masterclasses, training of trainers, conducting focus groups;
regional cooperation, networking, and visibility opportunities for PSMs to expand partnerships in the region;
various grant scheme offers for PSM, management, journalists and technical staff focused on enhancing high-quality, audience-relevant and innovative programming, and reporting.
For this programme we are seeking to hire a

REGIONAL RPOGRAMME SUPPORT OFFICER
 

This is a full-time position with a contract until 31st August 2026 based in the Goethe-Institut in Skopje (North Macedonia), Belgrade (Serbia) or Athens (Greece).

The Regional Programme Support Officer is expected to start as soon as possible. The role will require frequent travel within the Western Balkan region.

OVERVIEW OF THE ROLE AND MAIN RESPONSIBILITIES

The Regional Programme Support Officer will assist the wider Management Team in the successful delivery of the programme. This will include amongst others:
  • Implement the events and activities set in the designated Programme  plan (event/activity budget breakdown, identify/book venues, secure necessary authorisations, issue invitation/confirmation letters to participants, make travel arrangements, procure resources etc)
  • Handle all Programme administrative tasks including but not limited to:.
  • Draft and handle Programme  correspondence and inquiries whether face to face, email, or by phone – in an efficient and effective manner
  • Draft letters of agreement, contracts for offsite Programme delivered by partner organisations and follow up to ensure activity is delivered as agreed and in line with Goethe-Institut standards.
  • Collect and compile Programme evaluation data in collaboration with partners and external suppliers.
  • File all essential Programme documentation (reports, agreements, minutes, scorecard etc.) as per audit requirements and maintain an accurate, up-to-date participant/partner database in line with Data Protection policy.
  • Make appointments; organise schedules; follow up on contracts and other administrative issues; booking flights and hotels, etc.
  • Create and maintain accurate databases of all partners and contacts.
  • Support in research and scoping activities by conducting desk research, data entry, compilation of information and reports, analysis of data and information
  • Contribute thoughtfully to the planning of activities, being mindful of corporate strategies and objectives
  • Attend Programme  activities delivered directly by Goethe-Institut or by partners and provide activity reports to Team Leader
  • Attend team meetings and actively participate and contribute as required
  • Maintain  knowledge and awareness of the Programme  as a whole and keep abreast of any changes in the overall Programme  plan and take initiatives to build this awareness where necessary
  • Supporth the grants-making process, including ensuring eligibility and compliance with contract stipulations
  • Ensure proper deployment of procedures, instruments and systems for managing the programme’s monitoring and evaluation data
  • Contribute to reports through quality analysis and interpretation of data.

REQUIRED QUALIFICATIONS

  • Higher education degree relevant to the position
  • Full working proficiency in English and ideally in a local language spoken in one of the Western Balkan countries

ROLE SPECIFIC KNOWLEDGE AND SKILLS

  • Minimum of 3 years of relevant professional experience
  • Proven knowledge of Microsoft Office Suite
  • Proven experience in programme and event management
  • Understanding of donor rules and regulations
  • Good interpersonal skills, including time management
  • Ability to meet deadlines and work under pressure
  • Excellent communication skills

DESIRABLE

  • Knowledge of media sector in the Western Balkan region
  • Good knowledge of the German language is an asset
  • Certified qualification in project management is an asset
