The Constitution of the Federal Republic of Germany guarantees freedom of expression. “Every person has the right to freedom of expression. This right includes freedom of expression and the freedom to receive and impart information and ideas without interference by public authority and regardless of frontiers.” (BL Article 11). It is in the spirit of the founding document for Vietnam (Jan. 27, 1997) that the Goethe-Institut is a free place for cultural exchange. This includes the arts and their varieties of techniques, forms and colors of expression.
