The Goethe-Institut, in partnership with the Music In Africa Foundation invites companies based in Southern Africa to bid for a contract to provide support services for the MEAL component of the Sound Connects Fund project.

Description of tasks and services for the contract; Consultancy and implementation services for the monitoring, evaluation, accountability and learning programme (MEAL) of the ACP-EU FUNDED Sound Connects Project (SCF)

Context
Goethe-Institut and the Music In Africa Foundation are implementing Sound Connects Fund, a European Union (EU) and Africa Caribbean and The Pacific (ACP) funded 40-month project aiming at supporting creatives in Southern Africa in nine countries namely – Zimbabwe, Zambia, Malawi, Mozambique, Angola, Namibia, Botswana, Lesotho and eSwatini. The project aims at supporting creatives and practitioners through sub-grants to improve their products and services, in gaining more access to markets and to finances, as well as in implementing initiatives focused on audience literacy.
As the Federal Republic of Germany’s internationally active cultural institute, the Goethe-Institut promotes access to the German language, encourages international cultural cooperation and provides up-to-date information about Germany.
Music In Africa Foundation is a non-profit, pan African organization with a vision to be the leading source of information and exchange in and for the African music sector.
Services required
Continuation of specific services of the MEAL activity plan targeting beneficiaries of the Sound Connects Fund project (primarily arts organisations from across Southern Africa). The service shall be delivered in the institutionalisation of the existing monitoring, evaluation and learning programme of the SCF Fund.
Monitoring, Evaluation, Accountability and Learning (MEAL) are critical for building a strong global evidence base around the Sound Connects Fund project, for assessing the wide, diverse range of interventions being implemented by the grant recipients while also capacitating the grantees to fully contribute to economic growth in the region.
Essential Elements of the bid:
The services requested will include (see detailed description of tasks below).
- Read available project information to gain understanding of the action, its goals and targets.
- Developing a well-structured, efficient work plan to implement the existing MEAL strategy and programme.
- Collating the learning materials and video tutorials of the capacity building programme (Digital Sound Connects Academy & Networking Meetings) for integrating in SCF webpage.
- Continued support of grantees from 3 cohorts in monitoring and evaluation.
- Supporting grantees with final reporting using provided templates
- Contributing data from the grantees to the SCF log frame and assist in analysing M&E reports against the provided project log‐frame & provide recommendations.
- Data generation and analysis of project results using specific data analysis such as Statistical Packages and Social Scientist (SPSS).
- Conceputalise and run a tracer study (survey) to collect testimonials and information from beneficiairies/participants of grant projects, from grant organisations, industry stakeholders and partner to monitor project outcomes in regards to the logframe
- Provide capacity building elements, participate in panel(s) and present CCI report @ 4th and final Networking Event for Grantees in 2024
- Contribute information and offer consultancy to the SCF Good Practice Report
- Producing a consolidated end of SCF project report.
- In consultation with the SCF management, input into the final evaluation of the SCF project to see if intended outcomes were achieved.
Note: The expertise of the consultant will guide the deliverables of the outputs in these ToRs, but the final tasks and scope will be approved by the SCF management team.
- Profile of Service Provider Qualifications
- Expertise and experience of working in Southern Africa in conceptualising, implementing and monitoring of M&E activities since at least 3 years.
- Expertise in M&E processes including research, log frame creation, data collection, data analysis, data visualisation, program evaluation and report writing.
- A professional team with a wide range of diverse abilities.
- Experience in impact and outcome evaluations and performance assessments.
- Experience in monitoring support (monitoring / performance framework, indicators and plans, data quality audits/assessments).
- Experience in capacity building training, establishing of learning materials using different mediums and direct mentorship
- Knowledge of the Creative Industries
- Provide qualified personnel to work on this service delivery.
- Past experience working in/with the different focus countries of the project is preferable.
- Fluent in English and preferably Portuguese language skills
The Goethe-Institut and Music In Africa Foundation shall be granted an exclusive right to use the products of the contract for all known and unknown types of use, which is unlimited in terms of time, space and content. This right of use also extends to the right to utilise individual parts or the entire product in connection with other works not originating from the contractual partner.
Criteria for selection: A committee compiled by the Goethe-Institut and the Music In Africa Foundation will evaluate the different bids submitted. Submissions after the deadline will not be considered. The Goethe-Institut reserves the right to ask for additional documentation after submission. The evaluation consists of three parts: Price (30%), Experience and expertise (30%), and quality of the offer (40%). The offer with the highest number of cumulative points across all three sections will be awarded. We would especially like to encourage applicants from the following countries to apply for this M&E training and support consultancy: Angola, Malawi, Namibia, Zambia, Zimbabwe, Lesotho, Eswatini, Mozambique, and Botswana.
Relevant project documents: Upon conclusion of the contract including necessary confidentiality provisions, relevant project documents will be made available to the successful bidder. The log frame can be requested by potential bidders before the submission of an offer.
Submission of Proposal:
Only qualified and experienced consultant(s)/service providers capable of delivering services on time and at affordable rates with a proven track record will be considered. The successful consultant(s) will work closely with the overall Project Coordinator and is accountable to Goethe-Institut. The contract will be signed with the Goethe-Institut.
The service provider/Consultant will provide MEAL training and support from mid-November 2023 until mid-April 2024.
Interested service providers should submit a detailed technical and financial proposal, with a detailed budget detailing all costs related to this call.
The set of proposals should include:
- A technical proposal with an Executive Summary, Appendices and CVs of personnel
- A Financial proposal covering all the required services; Prices must include any taxes and other components (e.g., internet access, working materials, etc.);
- A list of references for similar work done. Full contact details of references (including email, telephones, addresses, contact person, cell phone numbers, and websites (if any.)
Please note: Bids not meeting requirements above may be rejected.
General Provisions
- Goethe-Institut reserves the right not to appoint any consultant, service provider or to appoint the work to more than one bidder;
- Goethe-Institut reserves the right to undertake reference and other checks, and by responding to this bid, the consultant(s)/service provider hereby gives Goethe-Institut consent/authority to undertake such checks;
- Goethe-Institut reserves the right to withdraw this bid/ or amend these terms of reference by notice in writing (email or posting on the website) to only shortlisted bidders who will have responded to this call prior to the closing date;
- The award of the contract will be based on best value for money that being the best outcome for Goethe-Institut as a whole, considering price, economic, environmental and social benefits (if applicable);
- Goethe Institute reserves the right not to make an award or to accept the lowest bid.
