TERMS OF REFERENCES

Scope of Services

The appointed service provider will be required to deliver professional technical support, including but not limited to:

  • Setup, operation, and breakdown of audio-visual and lighting equipment
  • Technical support for:
    • Film screenings
    • Panel discussions
    • Lectures and talks
    • Music performances and concerts
    • Livestreams and recordings
  • Regular testing, troubleshooting, and basic maintenance of technical equipment
  • Liaison with Goethe-Institut project managers and external stakeholders
  • Ensuring equipment is safely stored and returned after events
  • Coordination with repair service providers where required, including obtaining quotations in line with Goethe-Institut procurement rules.

The services are required on an ad-hoc basis and can be requested at short notice. It is expected that the supplier will give preference to any request made by the Goethe-Institut over any other party. Depending on type of event, the above-mentioned services are required between 1 and 9 hours of working per event. The proposal must reflect a pricing that will be valid and binding for the full duration of the contract period. An increase must be clearly stated with date of increase and amount of increase.

The Goethe-Institut prefers to have a single point of contact, i.e. a representative of your company is the addressee for all media technican, invoicing and other admin-related queries.

Service Hours

  • Services will be rendered on demand, depending on event schedules
  • Availability for evenings, weekends, and public holidays is required
  • A minimum monthly allocation (e.g. 10 hours per month) may apply, subject to final contracting.

Pricing Structure

Tenderers must submit a detailed pricing schedule, including:

  • Hourly rate for standard technical services
  • Separate line item for film screenings (this may differ from general event rates, as per operational requirements)
  • After-hours / weekend rates (if applicable)
  • Any additional services offered

Note: Pricing will be evaluated in line with Goethe-Institut’s value-for-money and transparency principles
Invoices must be presented no later than 30 days after the service was delivered. Invoices sent after more than 30 days will be considered as forfeited i.e. they will be considered paid. Invoices that need to be corrected more than once shall also be considered as forfeited i.e. they will be considered paid.

Eligibility & Minimum Requirements

Service providers must meet the following criteria:

  • Proven experience supporting cultural, public, or corporate events (5 years)
  • Experience with Zoom software, Blackmagic video equipment (ATEM Mini Pro, DaVinci Software), RODE podcast studio, general audio and lighting equipment.
  • Relevant technical qualification(s) in sound, media, or audio-visual engineering
  • Ability to provide qualified substitute technicians if required
  • Valid business registration and tax compliance

Evaluation Criteria

Tenders will be evaluated based on:

  • Technical expertise and relevant experience
  • Pricing and cost-effectiveness
  • Availability and reliability (Giving preference to any request made by the Goethe-Institut over any other party)
  • Quality of previous work / references
  • Compliance with submission requirements

Submission Requirements

Interested service providers must submit:

  • Company profile
  • CVs and qualifications of proposed technicians
  • Detailed pricing schedule
  • Proof of business registration and tax compliance
  • At least two contactable references

Contracting

The successful bidder will enter into a Service Agreement with the Goethe-Institut South Africa. The contract does not guarantee exclusivity and services will be requested as required.

TIME SCHEDULE & SUBMISSION PROCEDURE

We are looking for a contract for a period of twenty-four (24) months, starting on 07 February 2026 and terminating on 06 February 2028.

Interested parties:

  • Are requested to share via email their intent to submit a proposal by no later than 25.01.2026.
  • Can submit questions via email to Nthabeleng Mashiya, at nthabeleng.mashiya@goethe.de by no later than 25.01.2026.
  • These questions and its corresponding answers will be shared anonymously on 26.01.2026, with all parties who had declared an intent to submit a proposal.
  • Are invited to submit their proposals by no later than 30.01.2026 at 14:00 hours. Proposals received after that deadline cannot be considered. The Annexure “Media Technician Services – Overview Eligibility & Evaluation Criteria forms an integral part of the tender.
  • The subject line of the email must read Media Technician Services for Goethe-Institut 2026-2028 [Name of Your Company]”.
  • Accept that no renumeration will be granted for the preparation of the proposal and the documents attached hereto. Proposal and attached documents shall become the property of the Goethe-Institut without entitlement for remuneration.
  • Acknowledge that documents submitted by the Goethe-Institut in response to the proposal shall be treated confidentially. Non-compliance may result in the proposal not being considered.
  • It is intended that short-listed parties will be invited for a Q&A session as well as a presentation of the company.
  • The successful proposal will be required to sign a contract with the Goethe-Institut to perform services specified under this Terms of References and agreeing to clearly identified service levels.

The Goethe-Institut reserves the right not to award the tender.
