Dance Floor of Democracy
“Dance Floor of Democracy” is a project that highlights the role of nightlife in society—a time and space where democratic dialogue, a sense of community, and inclusive forms of communication take shape. Clubs provide an environment where different cultures and people can meet, interact, and express themselves creatively. These are places where artistic freedom, self-discovery, and collaborative creative processes can flourish in a safe atmosphere.

We will carry out the project in two parts:
- On 9 May, 2026, as part of the Family disco and club night at Paavli Kultuurivabrik, we will focus on opening up club culture to diverse and potentially new target groups in society who do not typically participate in nightlife.
- On 9 October, 2026, we will organize a conference on nightlife and a club night program at the club HALL, where we will bring together not only representatives from the music industry but also (cultural) policymakers to jointly find solutions on how to make music events more sustainable and accessible, explore queer culture, and discuss club culture in rural areas.
EUNIC – European Union National Institutes for Culture – is Europe’s network of national cultural institutes and organisations, with 39 members from all EU Member States and associate countries.
The lead partner of the project is the Goethe-Institut Tallinn, and it is carried out in cooperation with Paavli Kultuurivabrik, club HALL, the European Commission Representation in Estonia, the Finnish Institute, the French Institute, the Embassy of Ireland, the Embassy of Austria, and the Embassy of Poland.
