Felwine Sarr, born 1972 in Niodor, Senegal, is a Senegalese economist, author and musician. He is a professor at Gaston Berger University (UGB) in Saint-Louis, Senegal. In 2011 he was appointed Dean of the Faculty of Economics and Management and Coordinator of the new Faculty of Civilisations, Religions, Art et Communication (CRAC) at the UGB. Since 2014, Sarr has been Vice President of the Directors' Conference of OSIWA, the Open Society Initiative for West Africa. He is also editor of the Journal of African Transformation.
