The Hubert Bals Fund (HBF) of the International Film Festival Rotterdam is designed to facilitate the completion of remarkable, socially relevant and urgent feature films by innovative and talented filmmakers from developing countries. The HBF provides grants that often turn out to play a crucial role in enabling these filmmakers to realise their projects.

Since the Fund’s establishment in 1989, more than 1000 projects from independent filmmakers in Africa, Asia, Latin America, the Middle East and parts of Eastern Europe have received support. Each year, a rich harvest of films supported by the Hubert Bals Fund is presented at the International Film Festival Rotterdam. Besides Rotterdam, many international film festivals keep a close eye on completed HBF-supported films and select them for their programmes. HBF-supported films have been screened at the film festivals of Cannes, Venice, Locarno, Toronto and Pusan, to name but a few.

Throughout its existence, the Fund has developed lasting partnerships within the international film industry, which have led to several collaborative programmes, such as coaching trajectory Boost!, set up by Binger Filmlab, CineMart the National Film Development Corporation of India and the Hubert Bals Fund.
