Grant Call for Non-Capital Cities

Three non-capital cities in Ukraine have received an opportunity to implement their Cultural Development Strategies with the support of the EU4Culture project.

Implementation of the Cultural Development Strategies

EU4Culture supported 14 non-capital cities across five Eastern Partnership countries in developing Cultural Strategies, marking a major step in transforming local cultural policies. These strategies:

  • Were developed in collaboration with local cultural and creative industries (CCI) stakeholders.
  • Focused on long-term planning to ensure lasting impact and sustainability.
  • Introduced new cultural indicators to support informed decision-making.
  • Enhanced cultural life, increased engagement of creative professionals, and strengthened local cultural networks.
  • Elevated the role of culture in fostering creativity, collaboration, and innovation for social and economic development.

Supporting Ukrainian Cities in Times of Crisis

Following russia’s full-scale invasion of Ukraine, EU4Culture adapted its approach, providing targeted support to the cities of Rivne, Vinnytsia, and Odesa. These cities implemented strategic cultural actions to support artists, strengthen local cultural ecosystems, and enhance civic engagement in times of war and recovery.

Through these initiatives, EU4Culture reinforced the role of culture in shaping resilient, creative, and inclusive communities, ensuring a sustainable future for local cultural development.
