Project Lead – Vocational School Cooperation

The Goethe‑Institut is the cultural institute of the Federal Republic of Germany, active worldwide. We promote knowledge of the German language abroad and foster international cultural cooperation. In addition, we convey a comprehensive image of Germany by providing information about cultural, social, and political life.The Goethe‑Institut Ho Chi Minh City is looking for a Project Lead for its cooperation with local vocational colleges in collaboration with GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit), starting on April 1, 2026, for a minimum period of 18 months. The position comprises 40 hours per week.
ABOUT THE PROJECT:
The project supports selected Vietnamese vocational colleges in integrating German permanently into their training programs, thereby creating fair and transparent pathways for qualified migration to Germany. German teachers are trained directly at the partner colleges, and the institutions—supported by the Goethe‑Institut—build their own language programs up to level B1.
The goal is to establish sustainable structures that enable the colleges to continue offering German courses independently after the project ends and to prepare students linguistically and culturally for vocational training or employment in Germany.
TASKS INCLUDE:
- Project Management, Communication & Strategic Coordination
- Overall responsibility for the operational and strategic management of the project
- Acting as the central interface between the Goethe‑Institut, GIZ, partner vocational colleges, teachers, and other stakeholders
- Regular reporting to the Head of Language Work (internal)
- Strategic planning and implementation of partnerships with new institutions and recruitment of new teachers
- Ongoing correspondence at a strategic level with GIZ representatives responsible for technical and financial matters
- Supervising the project’s internal assistant position
- Contract, Finance & Funding Management
- Drafting project‑relevant contracts with partner institutions and for external procurements
- Monitoring budget lines and ensuring compliance with the maximum permissible deviations
- Booking project‑related income and expenses to a dedicated cost unit
- Ensuring compliance with all GIZ guidelines and procurement regulations
- Preparing audit‑relevant documentation and coordinating external financial audits
- Reporting & Documentation Obligations
- Managing all project‑related reporting processes
- Preparing narrative reports in accordance with GIZ requirements (project progress, activities, results)
- Ensuring timely submission of accurate financial reports and statements of expenditure
- Quality Assurance & Operational Course Support
- Managing and evaluating teacher assessments and KTN evaluations at each learning level
- Participating in regular meetings with teachers and GIZ counterparts regarding learner progress
- Acting as the point of contact for on‑site course operations (for teachers and KTN participants)
- If required, overseeing teaching quality at partner vocational colleges
- Completed university degree
- Several years of experience in project leadership, ideally involving international donors (GIZ or similar)
- Excellent knowledge of budget monitoring and financial management
- Familiarity with procurement rules, contract management, and administrative documentation processes
- Experience in reporting (narrative and financial reports, statements of expenditure)
- Vietnamese as a native language and very good written and spoken German and/or English
- Confident use of Microsoft Office and project‑related documentation tools
- Strong organizational skills and an independent, responsible working style
- Excellent communication skills in dealing with internal and external partners
- Experience in education or course administration is an advantage
- A responsible position with considerable scope for initiative
