According to the 2013 resolution of the Standing Conference of the Ministers of Education and Cultural Affairs of the Länder, foreign language instruction in elementary school is the basis for the acquisition of multilingualism and for lifelong foreign language learning as well as for dealing with cultural diversity and the acquisition of intercultural competencies.

Description

Foreign language instruction has been a compulsory subject at elementary schools since 2005. Where appropriate, it also ties in with multilingualism in families (see "German as a second language") and increasingly with language learning experiences in early childhood education.
A first foreign language is taught primarily in grades 3 and 4, but in some states as early as in grades 1 and 2. An overview of the situation in the different states (Bundesländer) is provided in the report of the Standing Conference of the Ministers of Education and Cultural Affairs.
