1. Background

Project: Reduce, Reuse, Recycle– Reflect: The Resource-Efficient Institute

The Goethe-Institut is the cultural institute of the Federal Republic of Germany, active worldwide in promoting the German language and international cultural cooperation. The Goethe-Institut Jordan, based in Amman, has been active since 1961.
In line with its Sustainability Strategy 2025, the Goethe-Institut Jordan is implementing the project “Reduce, Reuse, Recycle– Reflect: The Resource-Efficient Institute”. The project aims to reduce resource consumption and CO₂ emissions through operational, behavioural, and educational measures. The focus is on low-waste routines, mobile solutions, and transferable systems rather than construction-heavy interventions.
To support this process, the Goethe-Institut Jordan seeks to commission a Sustainability Expert to design, operationalise, and support a sustainability monitoring and governance system that enables real, measurable results within 2026.

2. Objective of the Assignment

The objective of this assignment, structured into several lots, is to conduct a CO₂ footprint assessment for the Goethe-Institut Jordan and to establish a practical, measurable, and locally adapted sustainability monitoring system.

This includes:

  • Defining relevant sustainability KPIs, including CO₂-related indicators as well as key operational indicators such as energy, water, waste, and material use
  • Establishing a credible baseline based on available operational data
  • Tracking progress continuously throughout the year, with the aim of demonstrating actual, measurable reductions in resource consumption and CO₂ emissions
  • Capturing behavioural impact as the measurable environmental effect of changes in daily operational practices, as reflected in monitored data rather than stated intentions
  • Supporting the embedding of sustainability responsibilities into daily institutional practice through clear roles, routines, and system design
The monitoring system must enable the preparation of a 2026 year-end sustainability report based on actual measured data.
The focus is on realistic and maintainable systems that can be operated internally after project completion.

3. Context Snapshot

The Sustainability Expert will work primarily with management, heads of departments, and designated focal points.

Relevant institutional context includes:

  • Three institute buildings in Jabal Amman
  • Multiple operational departments, including language courses, exams, cultural programmes, administration, facilities, and communication
  • A cross-departmental sustainability team in place, coordinated by a newly established sustainability manager position
  • Approx. 210 events per year
  • Daily visitor traffic, including guests, course participants, and examinees across classrooms and exam operations.
  • Existing measures including solar installations, LED lighting, indoor recycling bins, and flexible work arrangements
  • Availability of basic operational data such as utility bills, procurement records, event information, and waste and recycling reports provided by an external environmental services supplier

4. Scope of Services and Deliverables

The following scope is structured into lots and phases for clarity of delivery and accountability. Applicants are invited to propose their technical approach within this structure, as reflected in the mandatory response form, while respecting the defined deliverables and timeline.

5. Duration Expectations

The assignment is expected to start in April 2026.
The sustainability monitoring system (lot 2) must be fully operational no later than 30 June 2026, allowing for continuous data collection and monitoring from July to December 2026.

The system must enable the preparation of a 2026 year-end sustainability report based on actual measured data.
Applicants will be required to outline their proposed timeline, sequencing of work, and key milestones within the mandatory response form within the defined lots and phases.

6. Pricing and Contractual Framework

The assignment will be contracted on a deliverables-based basis.
The financial offer shall be submitted as a fixed lump sum per lot, using the provided financial offer template, and corresponding to the defined scope and deliverables.

Payments will be made upon approval of deliverables. Partial pre-payments may be considered subject to prior agreement.

7. Submission Requirements

Interested service providers are requested to submit the following:

  1. CV or Company Profile outlining relevant experience
  2. Completed mandatory response form, which constitutes the main technical basis of the application
  3. Financial offer, submitted using the provided financial offer template, indicating net amounts per lot in JOD and any applicable VAT or taxes.
  4. One relevant work sample (optional; CO₂ emissions report, framework, dashboard, baseline, or similar; anonymised if necessary)
  5. References of previous assignments, letters of recommendation (optional)
Submissions without a completed response form will not be considered.

8. Selection Criteria

Selection will be based on:

  • Price (30%)
  • Quality and feasibility of the proposed approach (40%)
  • Relevant experience (30%)
Shortlisted candidates may be invited for an interview or clarification meeting.

  • Deadline for submission: 7 March 2026, 23:59 Jordan time
