The setting is Germany in the 1930’s. An elusive psychopathic killer is wanted for the abduction and murder of children. All efforts by the police to track him down are in vain. The anxious citizens of Berlin decide to take the law into their own hands, sometimes at the expense of innocent suspects. Criminal gang leaders - suffering themselves under the increasing pressure and presence of the police force - also try to find the psychopath. When they eventually succeed, they decide to bring him to trial themselves, in their own way. But the police are also making progress with their investigations and have a different idea of justice.
