The Goethe-Institut Myanmar is seeking a committed and experienced colleague for the position of Community Engagement & Outreach Manager, starting from July 2026. The position is part of a multi‑year initiative supported by the European Union and will be offered on a three‑year fixed‑term contract.

About the Goethe-Institut and the Project
The Goethe‑Institut is the cultural institute of the Federal Republic of Germany, active worldwide. It promotes the German language abroad, fosters international cultural cooperation, and supports dialogue between civil societies.The Academy of Care (AoC) is a flagship initiative of the Goethe‑Institut Myanmar focusing on creative arts therapies, trauma‑informed care, and community‑based approaches to trauma recovery, mental health, and psychosocial support (MHPSS).
Funded by the European Union, the project strengthens professional training, capacity building, and resilience in Myanmar’s care sectors. It promotes local and regional exchange and supports inclusive care practices for diverse communities across the country. By advancing the integration of creative arts therapies into mental health and wellbeing services, the AoC contributes to more holistic, accessible, and culturally responsive support systems in Myanmar.
Position Overview
The Community Engagement & Outreach Manager plays a central role in expanding the Academy of Care’s (AoC) nationwide networks and partnerships, and in building meaningful, trust-based relationships with communities, AoC alumni, partner organisations, and individual experts across Myanmar and internationally. The role leads AoC’s engagement with external stakeholders, ensuring the Academy remains well connected, visible, and responsive to community needs.Working in close collaboration with the AoC team, partner organisations, and in particular the Advocacy & Visibility Coordinator, the Manager designs and delivers strategic outreach, network-building, and awareness-raising initiatives; identifies and strengthens partnerships; and represents AoC as a trusted, values-driven programme in the fields of mental health, creative arts therapies, and community-based care. The role may also act as a substitute for the Senior Project Lead, as required, to ensure continuity of coordination and external representation.
By supporting strong community integration, effective outreach, active alumni engagement, and sustained partnerships, the role contributes to the successful design and implementation of AoC programmes, and to AoC’s advocacy, visibility, and long-term sustainability.
Key Responsibilities
Strategic Community Engagement, Networking & Partnerships
- Provide strategic leadership in building and sustaining trust-based relationships with communities, civil society actors, partner organisations and external stakeholders
- Lead the design and oversight of outreach and engagement initiatives aligned with AoC’s mission, values, and long-term objectives.
- Develop, manage, and strengthen partnerships, represent AoC in key sector platforms, and guide stakeholder mapping to inform strategic decision-making.
- Ensure coordinated engagement across communities, partners, and external stakeholders to strengthen programme reach, relevance, and impact.
Advocacy, Visibility & cross functional leadership
- Work closely with the Advocacy & Visibility Coordinator to communicate AoC’s impact and lead awareness-raising efforts in responsible and context-sensitive ways.
- Ensure community perspectives inform AoC’s public messaging, outreach, awareness-raising, and external engagement.
- Provide cross-functional leadership to ensure outreach and partnerships support programme implementation, monitoring, and learning, and are well coordinated across all activities.
- Integrate field insights into strategic recommendations to strengthen programme relevance and adaptive design.
Programme Oversight, Reporting & Organisational Learning
- Oversee outreach and partnership documentation to support planning, donor reporting, and organisational learning.
- Contribute to strategic reporting and reflective learning to strengthen programme quality and decision-making.
- Ensure effective systems for stakeholder information, engagement data, and knowledge management to support long-term sustainability.
- Work closely with the AoC team to ensure outreach and engagement support programme implementation, monitoring, and learning, and are well coordinated across all activities.
Qualifications and Requirements
Required
- Minimum 5 years of relevant experience in community engagement, outreach, partnerships, or programme implementation.
- Demonstrated experience working with communities in Myanmar, with strong cultural, social, and political sensitivity.
- Proven ability to build and sustain relationships with communities, civil society actors, partner organisations, and local networks.
- Experience planning and delivering outreach or engagement activities in complex or resource-constrained environments.
- Strong communication, facilitation, and interpersonal skills, with experience collaborating across teams and multi-stakeholder settings.
- Ability to integrate community feedback and local knowledge into programme design, implementation, monitoring, and learning.
- Strong organisational, documentation, and reporting skills, including maintaining records and contributing to internal or donor reporting.
- High ethical standards, including safeguarding and responsible communication, fluency in Burmese and English, and willingness to travel within Myanmar in line with security guidance.
- Sensitivity and experience in working in crisis affected and complex settings, including the ability to perform effectively under pressure.
- A strong understanding of the local civil society landscape and socio-political context.
Desirable
- Experience in mental health, psychosocial support (MHPSS), creative arts therapies, social cohesion, or community-based care.
- Experience engaging alumni networks, professional groups, or communities of practice, including facilitation and knowledge exchange.
- Knowledge of advocacy, visibility, ethical storytelling, and communications in sensitive contexts, including representation in sector or multi-stakeholder platforms.
- Experience working with international organisations, NGOs, or donor-funded networks in Myanmar.
- Knowledge of safeguarding and do-no-harm principles
- Proficiency in German and/or ethnic language spoken in Myanmar is considered an advantage
