PARTICIPATION AND AUTONOMY IN THE GERMAN-SPEAKING COMMUNITY
Participation for EU staff from Brussels and Luxembourg and ministerial officials from the Permanent Representations of the EU Member States

In the east of Belgium, the German language is used as an official language for schools, offices and courts. The German-speaking Community of Belgium has around 78,604 inhabitants and is often described as the best-protected minority in Europe: The region has extensive autonomy with its own parliament, government and administration. With the "Citizens' Dialogue", established in 2019, the Parliament of the German-speaking Community of Belgium has created a democratic body that gives East Belgian citizens the opportunity to actively shape politics.
This weekend course will focus on the topic "Understanding East Belgium: Participation and autonomy in the German-speaking Community".
The following main topics will be covered:
- political, historical and cultural classification of the German-speaking region, citizen participation and language policy
- lectures and discussions with relevant political actors of the German-speaking Community as well as cultural programme content
- breakfast, lunch and dinner together, overnight stay in Heidberg Monastery
Course location: Eupen, East Belgium & accommodation in the Kloster Heidberg
Course duration: Friday, October 6, 2023 from approx. 2:00 p.m. (arrival in Eupen) to Sunday, October 8, 2023, approx. 3:00 p.m. (end of programme)

The programme is aimed at staff of the EU institutions in Brussels and Luxembourg and ministerial officials of the Permanent Representations of the EU member states who would like to improve their German language skills for their professional activities and who already have an advanced level of German (level B2/C1).
